ICT withdraws arrest warrant against FF Dr Zafarullah

A tribunal here on Sunday withdrew the warrant it issued earlier for the arrest of Gonoshasthaya Kendra founder and Freedom Fighter Dr Zafrullah Chowdhury on contempt of court charges.
The International Crimes Tribunal-2 recalled the arrest warrant after Zafrullah Chowdhury submitted the copy of the Supreme Court order that stayed the tribunal’s verdict against him around 11am.
Earlier on June 18, the International Crimes Tribunal-2 issued a warrant for the arrest of Dr Zafrullah Chowdhury as he failed to pay a fine of Tk 5,000 by June 17 as per the tribunal’s pervious order.
On June 10, the ICT-2 found Dr Zafruallah Chowdhury guilty of contempt of court for criticising the punishment of British journalist David Bergman and punished him keeping him standing in the court for an hour and fined him Tk 5,000.
The court asked him to pay the fine in seven days and in default he will have to suffer one month’s jail.
On June 16, the Appellate Division’s Chamber Judge withheld the judgment of the ICT-2 for fining Dr Zafrullah Chowdhury for contempt of court after hearing a petition by Dr Zafrullah against the ICT-2 judgment.
But the tribunal did not get the copy of the order on the deadline (June 17).
On January 14, the ICT-2 issued a contempt notice against 49 people who had expressed concern through a statement published on daily Prothom Alo over the tribunal’s judgment to punish British citizen and journalist David Bergman of contempt of court.
Based on their explanations, the tribunal on two past dates exonerated 25 from the allegation of contempt of court.
The ICT-2 on April 1 drew contempt proceedings against the 23 noted citizens.
Bergman, special reports' editor of daily New Age, got the punishment for committing contempt of court on December 2, 2014, for his criticism of the trial process on his personal blog and thus demeaning the court.

PM leaves London for home

Wrapping up her six-day visit to the United Kingdom (UK), Prime Minister Sheikh Hasina left here for home on Wednesday afternoon.
A VVIP flight (BG-016) of Biman Bangladesh Airlines carrying the Prime Minister and her entourage took off from HeathrowInternationalAirport at 6:15 pm (local time).
Bangladesh High Commissioner to the UK Md Abdul Hannan saw the Prime Minister off at the airport.
The flight is scheduled to reach OsmaniInternationalAirport in Sylhet at 9:30 am (BST) on Thursday.
After making a one-hour stopover at the OsmaniInternationalAirport, it will fly for HazratShahjalalInternationalAirport in Dhaka. The flight will land at the Dhaka airport at 11:10 am (BST).
During her stay in the British capital, the Prime Minister was accorded a civic reception by the UK Chapter Awami League at the Park LaneHotel on June 14.She also joined a reception hosted by Chairman of All Party Parliamentary Group on Bangladesh Keith Vaz at the UK Chapter Office of the Commonwealth Parliamentary Association (CPA) in the British Parliament on June 15.
Sheikh Hasina visited the British Parliament on June 16 and listened to the maiden speech of her niece and Labour Party MP Tulip Rezwana Siddique at the House of Commons.
She also met House of Lords Speaker Baroness D' Souza on the same day.
Holy Ramadan begins Friday

Holy Ramadan, the lunar month of self-purification through fasting and abstinence, will begin in the country on Friday as the new moon was not sighted anywhere in the Bangladesh sky on Wednesday.
Lailatul Qadr, the night of divine blessings and benediction, will be observed on the night of July 14.
The decision was taken at a meeting of the National Moon Sighting Committee on Wednesday evening after reviewing reports on the sighting of Ramadan moon of 1436 Hijri.
Religious Affairs Minister and Chairman of the committee Principal Motiur Rahman presided over the meeting held at the Islamic Foundation’s Baitul Mukarram office.
Religious Affairs Secretary Chowdhury M Babul Hasan, Director General of the Islamic Foundation Shamim Mohammad Afzal and Baitul Mukarram National Mosque Khatib Prof Maulana M Salauddin, among others, attended the meeting.

Cross-border vehicle plying deal inked
Bangladesh, Bhutan, India and Nepal today inked the deal that would allow seamless movement of people, cargo and personal vehicles across their borders.
The deal was sealed in Thimpu, capital of Bhutan, around noon Bangladesh time, Walid Foyez, senior communication officer to Road Transport and Bridges Ministry, told this reporter.
On Behalf of Bangladesh, Road Transport and Bridges Minister Obaidul Quader was present.
Implementation of the treaty titled “Motor Vehicles Agreement for the Regulation of Passenger, Personal, and Cargo Vehicular Traffic with Bangladesh, Bhutan, India and Nepal (BBIN)” may start in a limited scale early next year, according to sources.
After the deal signing, Bhutanese Prime Minister Tshering Tobgay will flag off a vehicle that will run through Bhutan-Gowahati-Shilong-Sylhet-Benapole-Kolkata route to survey the road.
The other possible routes are: Thimphu- Phuentsholing-Jaigaon-Burimari-Mongla/Chittagong, Kathmandu-Kakarvita/Phulbari-Banglabandha-Mongla/Chittagong, Samdrup Jonhkar (Bhutan)-Guwahari-Shilong-Tamabil-Sylhet-Chittagong, Silchar-Sutarkandi-Paturia Ferryghat-Benapole/Petrapole-Kolkata, Silchar-Saturkandi-Chittagong Port and Agartola-Akhaura-Chittagong Port.
Bangladesh's Road Transport and Bridges Minister Obaidul Quader, now in Bhutan, said there would be a trial run of vehicles on all the possible routes in October.
Talking to The Daily Star over the phone, he said the transport secretaries of the four countries at a meeting yesterday finalised all the formalities for the deal signing.
The sub-regional move is an initiative parallel to the proposed Saarc Motor Vehicles Agreement and will be open to other neighbouring countries as well.
Meanwhile, Finance Minister AMA Muhith yesterday said the infrastructure of the route would be improved in about a year.
Talking to reporters at the secretariat, he said at the beginning the transit would start in a very limited scale. “Nothing will happen before a year,” he said.
Routes, custom and immigration procedures along with fees and charges for vehicles are expected to be settled down by December this year.
FEES AND CHARGES
Apart from the transit fees, commercial charges like the toll for highways and bridges will have to be paid under the 4-nation agreement.
Fees and charges for issuance of permit for the vehicles of one member state will be levied at the entry point of the other member country, according to the draft deal That rate will be decided from time to time by the member states.
The draft agreement says the fees and charges would be paid in the currency of the member state the vehicle entering. In case of passenger vehicles, no additional charges will be applicable except the transit fees.
The standard accessories of vehicle, essential spares, fuel contained in the tank will be exempted from duties and taxes. However, for refueling the vehicle will not get the subsidised fuel prices.
Muhith also said the transit fees and charges would be fixed on the basis of the rules and regulations of the World Trade Organisation.
In 2011, a high-level committee, led by the Bangladesh Tariff Commission chairman, was formed to decide how the transit could be implemented among the four countries.
The body recommended that the base fees should be 7 cents a tonne per kilometre of road transit, 3 cents for railway and 2.5 cents for waterways. According to yesterday's conversion rate, 1 cent is around Tk 0.75.
For example, the minimum transit fee will be around $277 (Tk 20,790) for carrying eight tonnes of goods by road for a distance of 495 kilometres from Silchar-Sutarkandi (Sylhet) to Benapole.
Asked whether they will take into account the report of the tariff commission while determining the fees, the finance minister said the rate was “absolutely high”.

Sunamganj Shibir leader held

Police on Sunday night arrested Sunamganj district president of Islami Chhatra Shibir Sajjadur Rahman from city’s Hasannagar area.
Officer-in-charge of Sadar Police Station Gazi Shakhawat Hossain said on a tip-off, a team of police conducted a drive in the area and arrested Sajjad at about 11:30pm.
Sajjadur was arrested on charges of carrying out subversive activities, the OC added.

Road accident kills 5 in Habiganj
Habiganj, BDIssues:
Five people were killed and two
others injured in a road accident on Dhaka-Hylhet highway in Nabiganj upazila
early Monday.
The deceased include three men and
two women. Further details could not be known immediately.
Officials of Sherpur Highway Police
said the accident took place as the Sylhet-bound private car collided head-on
with a truck coming from opposite direction at Sadarghat Notunbazar in Nabiganj
upazila around 5:30am, leaving five of the passengers dead on the spot and a
woman and a child critically injured.
The injured were rushed to Sylhet
MAG Osmani Medical College Hospital.
